A man of Lac-Beauport accused of sex tourism
A man of Lac-Beauport, Jean-Roch Barbeau, 69, has been accused of sexual contact repeated on three boys in the dominican Republic and gestures that are similar on the two boys in Quebec.
An investigation of several months the Sûreté du Québec, culminated Monday morning with the arrest and the appearance of Barbeau, a retired man with no history of the judiciary.
Jean-Roch Barbeau is accused of sexual contact on three boys living in Sosua in the dominican Republic. The events would have begun in September 2009 and would be completed in April 2018.
For one of the three complainants in dominican republic it is specified that the sexual contact allegedly took place while Barb was in a position of authority or that the young person was in a situation of dependency.
A provision of the criminal Code provided specifically to counteract the sexual tourism allows Crown prosecutors to the canadians to bring charges even if the alleged crimes took place overseas.
On the tourism website Trip Advisor, a tourist, recommends Jean-Roch Barbeau as a guide in the region of Sosua in the dominican Republic, presenting it as a man who has his taxi permit and can get people to see more distant sites.
It is an informer who had warned the police that Barbeau was, according to him, the sex tourism in the dominican Republic.
Jean-Roch Barbeau is also accused of sexual contact on two boys in Quebec between 1989 and 1994.
The Crown attorney, Me Michel Bérubé does not oppose the release of the accused. Jean-Roch Barbeau must, however, observe several conditions, including not to communicate with the five complainants and not to be found in places frequented by minors. His passport was confiscated by the border authorities and it is forbidden to make a request to get a new one.
He will return to the court in February.
