“Budget responsible” despite the increase in Rivière-du-Loup
In spite of an increase of 4.61 % of the account of property taxes for 2020, while the revenues of the City have increased by 8.43 %, the mayor of Rivière-du-Loup described his budget as being “very responsible and representing very well the vision of the city council, which wants to move towards sustainable economic development”. “We have projects to develop,” explains Sylvie Vignet.
For a single-family residence with an average value of 205 575 $, taxes will increase by 124,88 $. “You can’t say that it is trite, should be the mayor Vignet. But, this is not for the operation, it is for projects. It gives the value of the asset. We want to work a lot on the attractiveness of the City. For that, we need to have infrastructure at the taste of the day. It is important to invest on this plan.”
Ms. Vignet out that the City has to cope with the increased expenditure. In this chapter, she mentions the invoice of the Sûreté du Québec that has been increased and the insurance has doubled. “The waste that we must deal with, it also has a cost,” she adds. If you want to develop and move forward, we can’t stay with an increase of taxes to 1.9 or 2 %. If you want to attract new families, young people and keep them in the region, we must invest.”
The premium of the insurance of the City of Rivière-du-Loup passes for 160 000 $ 330 000 $. “It is extremely expensive,” says the mayor. But, in the opinion of Ms. Vignet, the increase of insurance premiums is extended to all member municipalities of the Union of Quebec municipalities.
Five major projects are among the main development axes of Rivière-du-Loup. “It’s been a long time that we are working on it, impatient with the mayor. We need to stop talking about it, it is necessary to act and implement!” Among these projects, the City must increase the treatment capacity of the pond aerated. “Our economic development is being hampered by it,” she says.
The refurbishment of the Stadium from the city of young people and the construction of an ice olympic that need to be completed before the end of 2020, represent another major project for the municipality. “These are the Games in Quebec in 2021”, said Ms. Vignet. There is also the redevelopment and expansion of the library Frances Bedard. The construction of the new fire station and the establishment of the maritime Crossroads are two other important issues for elected officials. However, some of these projects will be finalized on a three-year horizon. “Considering all of the projects, increase in taxes is not exaggerated”, says the mayor Vignet.
