OTTAWA — Now that Andrew Scheer has announced his decision to leave his post as leader of the conservatives, the party will start to roll out the plans of the board for a leadership race.

The national council, headed by the chairman of the party, Scott Lamb, has already met on Thursday afternoon to discuss the way forward. As Mr. Scheer has the intention to remain head of the party until his or her successor is chosen, it will not be necessary to find an interim leader.

When Stephen Harper resigned on the evening of the election defeat of the conservatives in 2015, it has also left immediately the leadership of the party. The caucus had chosen Rona Ambrose as head of the interim until a new leader is elected by party members in may of 2017 — Andrew Scheer.

The national council of the party will instead need to choose, first and foremost, the members of the organizing committee of this leadership race. They are the ones who decide rules and procedures, including the start of the campaign and its duration. The committee will also decide how long a candidate must have been a member of the conservative Party before being able to be present.

It will also set the spending limits for each candidate — it was $ 5 million at the last race. We had also set in 2017 the price of “entry ticket” $ 100,000 — registration fee of $ 50,000 and a compliance deposit of $ 50,000, reimbursable provided that the applicant complies with the rules.

Calculation of votes

One of the most important rules of this race, which has been controversial in the past, however, is enshrined in the constitution of the party — and therefore cannot be easily modified. It is the method of calculation of votes.

Each member in good standing of the conservative Party has the right to a ballot, but all ballots do not have the same weight. Each of the 338 districts of the country account for 100 points, regardless of the number of members of the party in the county. The day of the election, each candidate is assigned points based on the percentage of votes obtained in each constituency. The candidate who wins a majority of points in the country (16 900 plus one) wins the leadership race.

This method means that the members from the counties where the activists conservatives are less likely to have a greater weight in the final calculation.
