MATANE — The Unité permanente anticorruption (UPAC) has proceeded on Wednesday, the arrest of Michel Gosselin, ex-director of recreation of the City of Sainte-Anne-des-Monts, Haute-Gaspésie. In the framework of its duties, or from April 2008 to September 2018, the official would have diverted more than $ 60,000 to the coffers of the municipality.
During his arrest, the man was at Bonaventure, on the Baie-des-Chaleurs. He dwells in freedom with a promise to appear in court on 19 November at the palais de justice to Sainte-Anne-des-Monts, where he will face five counts of fraud, breach of trust, fabrication and use of false.
“We had got wind of some allegations in the summer of 2018 on the employee in question,” says the mayor of Sainte-Anne-des-Monts, Simon Deschênes. “We had initiated an internal investigation. But for us, it was difficult to prove. It is caught often with some pitfalls. Along the way, it was learned that the UPAC was also in that folder. […] It worked because we do not have the expertise of investigation. […] Our treasurer has dealt with the investigators of the UPAC.”
Following the discovery of accounting irregularities, the municipal leaders have consulted a lawyer in the labour law which came to the conclusion that the grounds were sufficient to dismiss the employee. Therefore, in September 2018, the City has removed its director of recreation for breach of trust and deficiencies in its financial management.
With the arrest and the charges laid, the mayor Deschênes expresses a certain satisfaction for the benefit of its population. According to him, the light can finally be made in this story.
